Lockerman Middle School Plans

In the summer of 2024, the Board of Education approved Lockerman Middle School as the next large construction project for the school system. CCPS contracted with Consultant Dr. David Lever with Educational Facilities Planning, LLC, to oversee the process.

The timeline and other pertinent details will be shared on this page as they become available.

Step One

Early 2025 – Educational Specifications (Ed Specs) Begins

Ed Specs are documents that outline the physical requirements for a school building. They are used by architects, engineers, and educators to design new schools or renovate existing ones.

What are Ed Specs used for?

  • Design: Specify the size, quantity, and relationships of spaces

  • Program: Set baseline requirements for new schools, renovations, and additions

  • Environment: Define functional, spatial, and environmental requirements

February through April - Stakeholder Listening Sessions will be convened to provide input on the Ed Specs, and to provide understanding of community aspirations, opportunities, and concerns. This group will include, but not be limited to:

  • LMS teacher representatives

  • LMS family representatives

  • feeder elementary school families

  • CCPS administration

  • county representatives

  • Lockerman Association representatives

  • community groups such as NAACP

May - A developing prototype will be presented at a community meeting, followed by a second community meeting to allow for feedback and discuss next steps.

June - Final Ed Specs will be presented at the June Board of Education meeting for Board approval.

Step Two

Once Ed Specs are finalized and approved by the Board, a Feasibility Study is conducted.

A Feasibility Study is an assessment that evaluates whether a proposed school construction project is practical and has the potential to succeed, examining factors like the site, building conditions, student demographics, budget, and regulatory compliance to determine if the project is viable and worth pursuing; it essentially helps a school decide if a new building, renovation, or expansion project is feasible based on various considerations.

Possibility 1 - Renovation

Should the Feasibility Study determine that the existing school can be renovated in accordance with the Ed Specs, a plan would be developed by spring of 2026, with renovation likely spanning a three-year timeline.

Note: This step may be waived by Maryland's State Agency for Public School Construction (IAC) if certain criteria can be met before the Feasibility Study begins. CCPS has applied for a waiver and is awaiting an answer.

Possibility 2 - New Building

Should the Feasibility Study determine that the existing school cannot be renovated in accordance with the Ed Specs, a new school would be built.

Approximate Timeline

Spring 2026: A schematic design is created based on the Ed Specs. This is the first phase of the architectural design process, a preliminary drawing that provides an overview of a building project.

Sept. 2026: The schematic design is completed. This step triggers the first round of funding approval from the Interagency Commission on School Construction (IAC)

2027: Planning approval is granted. Planning approval comes from the Interagency Commission on School Construction (IAC)
